The short version
- PropPay helps you work out what you can afford, find homes NISH has checked, and see who lends. It isn't a bank, a lender or an estate agent.
- No money moves through PropPay today. We don't take deposits, fees or payments. If anyone asks you to pay "through PropPay" or "to PropPay", don't pay. Report it to us.
- Your budget is an estimate, not a loan offer. Only a lender can offer you a loan.
- Any deal you make with a seller, lender or service provider is between you and them.
- PropPay is free to use.
01About these terms
These terms are an agreement between you and NISH Affordable Housing Ltd ("NISH", "we"), which runs PropPay. They apply to every PropPay account. Sections 10 to 12 add rules for cooperative, seller and financier accounts. Please also read our Privacy notice.
02What PropPay is, and isn't
PropPay is a platform that helps you plan a budget, find a home NISH has checked, see financiers and their products, and contact sellers and NISH. In Phase 1 PropPay does not hold money, take payments, check your identity, or send loan applications.
We are not a bank, a lender, an estate agent or a law firm, and nothing on PropPay is financial or legal advice. Sellers and financiers are independent businesses responsible for their own homes, products and decisions.
03Your account
You must be 18 or over and give accurate information. You give your phone number and an email address. When you sign up, we send a code to confirm your email address or, if you choose, your phone number. You sign in with your email address and password. One login (your email address) can hold one account of each type, for example a buyer account and a seller account, and you switch between them. What you do in one account isn't shown in another. Keep your password and codes private; we will never ask for them.
04Your budget
Budgets come from your answers and the calculator rules NISH publishes on PropPay. They are estimates, not loan offers or guarantees. A budget can change if your answers, the rules or a lender's products change. Each saved budget records the rules version it used.
05Homes and listings
Before a home is listed, NISH checks the seller's company registration (CAC), the title documents and the building approvals, and the home page shows what was checked. These checks reduce risk but can't remove it. Sellers are responsible for the accuracy of their listings. Before you commit to a home, we recommend you inspect it and use your own lawyer.
06Financier directory
The directory shows financiers and their products: rate, maximum loan, maximum term, equity required, NHF contribution and who qualifies. Each entry shows when it was last checked, and whether the financier is a PropPay partner (signed agreement with NISH) or listed only. Products change, so confirm the details with the financier before you rely on them. Financiers make their own decisions.
07Bulletin, enquiries and messages
You can register interest in bulletin posts and financier products, enquire about homes, send enquiries to service providers, and message NISH. Registering interest is not an application or a reservation, and it doesn't commit you or anyone else to anything. When you enquire about a home, the seller and NISH see your enquiry and contact details. When you send an enquiry to a service provider, they and NISH see what you put in it, and your contact details only if you share them (see the Privacy notice).
08Dealing with sellers, financiers and service providers
Any agreement, reservation or payment you make with a seller or financier is made directly with them, outside PropPay, and on their terms. NISH is not a party to it, doesn't hold or protect the money, and doesn't guarantee the outcome. Before you pay anyone, check that the account is in the seller's or lender's registered company name, and get your own legal advice.
Service providers are independent. PropPay checks their professional registration but doesn't supervise their work. You agree the price, payment and terms directly with them.
09Using PropPay fairly
Don't give false information, use someone else's identity or phone number, upload people's details without their permission, copy listings or directory data in bulk, ask anyone to pay "through PropPay", or misuse the platform. We may suspend accounts that do, and we'll tell you why.
10Cooperative accounts
If you set up or act for a cooperative or association on PropPay:
1. Authority. You confirm that the cooperative is properly registered and that you are an officer authorised to act for it. NISH checks the cooperative (registration certificate, registration number, state and named officers) before its members are matched with homes or it is shown to sellers and financiers. 2. Officer roles. Each officer uses their own login. The secretary or admin officer sets up the profile, uploads and invites members, and registers group interest. The treasurer and chair can view in Phase 1. 3. Permission to upload members. Before you upload or add a member, you must confirm that the member gave the cooperative permission to share their name, phone number, budget or pay, preferred area and home type with PropPay, so that PropPay can invite them. Upload only adults, and only those details. Don't upload NIN, BVN, bank details, ID documents or anything else. 4. Invites. Each member gets an SMS or WhatsApp invite that says which cooperative and officer uploaded them and how to opt out. The member decides whether to accept. A declined invite is deleted straight away. An invite not accepted within 30 days expires and the record is deleted. You see how many invites were declined or expired, not who. You may invite such a member again only if they ask you to. 5. What you can see. Before a member accepts, you see only what you uploaded. After they accept, you see their match status and the interest registered for them, never their messages or other saved homes. Members can unlink at any time. 6. Group interest. When you register interest for several members, each member is told and can opt out. Sellers see the number of members and their combined budget, not names. 7. Use of member data. Use what you see on PropPay only to help members find homes. Don't export or reuse it for anything else.
11Seller accounts
If you list homes on PropPay, you confirm that your company is registered with the CAC, that you have the right to sell or market each home, and that every detail, photo and document you upload is true and complete. Listings go live only after NISH approves them, and NISH may remove a listing or ask for changes, with a reason. Use buyers' contact details only to answer their enquiry, not for unrelated marketing.
12Financier accounts
If you are a partner financier and edit your own directory entry, you confirm the details are accurate and current. Your changes go live after NISH approves them. NISH enters and checks the details of financiers who are listed only. A directory listing is not an endorsement by NISH.
13Service provider accounts
If you offer services on PropPay, you confirm that you hold the professional registration you send for each service, that it is current, and that every detail and document you upload is true. A service is shown only after NISH has checked it with your professional body, and NISH may remove a service or suspend your account, with a reason. Remove client names from any examples of past work. You agree your price, payment and terms directly with buyers. PropPay takes no part in the work or the payment. Use buyers' details only to answer their enquiry.
14Fees
PropPay is free to use in Phase 1. We collect no money from buyers, cooperatives, sellers, financiers or service providers. Before we introduce any fee, we'll tell you at least 30 days ahead and show it before you agree to anything.
15Problems and complaints
Message us from your PropPay inbox, on WhatsApp at +234 [number: NISH to supply], or at info@nishhousing.com. We aim to reply within 1 working day and resolve complaints within 5 working days. If you're still not satisfied, you can contact the Federal Competition and Consumer Protection Commission, or, about your personal data, the Nigeria Data Protection Commission.
16Our responsibility to you

17Ending your account
You can close your account from Profile at any time (see the Privacy notice for what we keep). We may suspend or close accounts that break these terms, and will tell you why.
18Changes to these terms
We'll tell you about important changes at least 30 days before they take effect. If you keep using PropPay after that, the new terms apply.
19Governing law
These terms are governed by the laws of the Federal Republic of Nigeria. [Courts of the Federal Capital Territory, Abuja (proposed, as NISH is based there): lawyer to confirm.]
